The Member representing Onitsha North II Constituency in the Anambra State House of Assembly, Hon. Patrick Okafor, has intensified efforts to improve healthcare delivery, strengthen access to grassroots justice and expand employment opportunities through a series of constituency-focused interventions aimed at enhancing human capital development.
The initiatives, which span the health and justice sectors, are designed to improve public service delivery while creating sustainable employment for qualified constituents.

In the health sector, Hon. Okafor facilitated the rehabilitation and revitalisation of Primary Health Centres (PHCs) across the constituency to improve residents’ access to quality healthcare services. His intervention also supported the recruitment of qualified indigenes into various healthcare positions, including Community Health Extension Workers (CHEWs), nurses, laboratory technicians, environmental health officers, administrative personnel and other support staff.

The recruitment exercise has strengthened the capacity of primary healthcare facilities while providing meaningful employment opportunities for many young professionals within the constituency. To promote effective service delivery and community ownership, the lawmaker advocated the deployment of qualified health workers to facilities located within their respective wards. The approach has enhanced accountability, increased public confidence and encouraged stronger community participation in healthcare management.
Infrastructure upgrades carried out in several health centres also generated temporary and permanent jobs for local artisans, electricians, plumbers, carpenters, painters, cleaners, security personnel and maintenance workers, while improving the overall standard of healthcare facilities.
In the justice sector, Hon. Okafor supported the strengthening of customary courts and Alternative Dispute Resolution (ADR) centres across Onitsha North II, making grassroots justice more accessible and efficient. The reforms created additional employment opportunities for registry clerks, court assistants, administrative officers, bailiffs, record officers and community mediators, contributing to faster dispute resolution and improved public confidence in local justice institutions.
Recognising the need to support emerging legal professionals, the legislator also facilitated internship placements, mentorship programmes and entry-level opportunities for law graduates from the constituency within the state judiciary, local government legal departments and other justice-related institutions.
As part of efforts to improve public safety, Hon. Okafor further advocated greater youth participation in community policing and neighbourhood security initiatives by facilitating the engagement of qualified youths in surveillance and other security-related responsibilities.
Observers say the lawmaker’s interventions demonstrate a people-centred approach to representation by combining legislative advocacy with practical investments in healthcare, justice and youth empowerment.
Residents have also commended the initiatives for improving healthcare services, expanding employment opportunities, strengthening grassroots justice institutions and contributing to sustainable development across Onitsha North II Constituency.
