Anambra State Commissioner for Budget and Economic Planning, Mr. Chukwukadibia Okoye, has urged public officials to embrace strategic planning as a vital tool for delivering meaningful development across the state.
Speaking at the opening of a three-day training for members of the Sector Technical Working Group (STWG) on the Medium-Term Sector Strategy (MTSS), held on June 23, at the Inter-Agency Conference Hall, Ministry of Budget and Economic Planning, Jerome Udoji Secretariat, Awka, Mr. Okoye stressed that effective budgeting must be built on clear and realistic sector strategies.
The training, which runs from June 23 to 25, brings together representatives from key Ministries, Departments and Agencies (MDAs) to develop sector-based plans that will guide government spending and development priorities.

According to the commissioner, the Medium-Term Expenditure Framework (MTEF) and budget process can only succeed when supported by a robust Medium-Term Sector Strategy that clearly defines goals, priorities and achievable outcomes for each sector.
He explained that participants were carefully selected for the assignment because of the critical role they will play in shaping future government policies and programmes. He encouraged them to approach the task with diligence, commitment and a strong sense of public service.
Mr. Okoye also challenged participants to see the exercise as an opportunity for personal and professional growth, noting that practical experience often provides deeper knowledge than classroom learning.
He urged them not to depend on external recognition for motivation but instead focus on the long-term value of the skills, knowledge and experience they would gain throughout the process.
In her remarks, Director Planning, Mrs Edith Nwachukwu, called on participants to pay close attention during the training and ensure their ministries produce quality MTSS documents that align with the state’s budget process.
She warned that ministries without properly developed sector strategies could face difficulties during budget preparation, stressing that the exercise was essential to improving planning, accountability and service delivery across Anambra State.
