The Anambra State Health Insurance Agency (ASHIA), has organized a one-day capacity-building meeting for the 21 Local Government Areas Performance and Financial Management Officers (PFMOs) to enhance their understanding of the National Health Insurance Authority (NHIA) gateway guidelines for the implementation of the Basic Health Care Provision Fund (BHCPF) in Primary Health Centres (PHCs) across the state.
The meeting, held at the ASHIA headquarters, Awka, was presided over by the Managing Director/Chief Executive Officer of ASHIA. In his opening remarks, the MD/CEO described the BHCPF as a lifeline for primary healthcare delivery in Nigeria.

“The Basic Health Care Provision Fund is designed to bring quality healthcare closer to our people, especially in rural communities. It is our duty to ensure these resources are managed with transparency, accountability, and a deep sense of responsibility,” he said.
He outlined the core responsibilities of the PFMOs, which include prudent financial management, strict adherence to NHIA guidelines, accurate documentation, and effective supervision of PHC operations. He also provided practical approaches for achieving these goals, urging the officers to see themselves as “critical drivers of improved healthcare at the grassroots.”
Also in attendance was the Executive Secretary of the Anambra State Primary Healthcare Development Agency, Pharm. Chisom Uchem, who underscored the fund’s transformative potential.

“The BHCPF is not just about funding—it is about saving lives, building trust in our health system, and ensuring that no one is left behind. Success will only come if we work together—ASHIA, the Primary Healthcare Development Agency, and the PFMOs—in one coordinated effort,” she noted.

The session featured interactive discussions where participants sought clarifications and shared experiences. The PFMOs reaffirmed their commitment to applying the knowledge gained to improve healthcare delivery across all LGAs in Anambra State.
