The Management and Staff of Anambra State Primary Health Care Development Agency (ASPHCDA), extol Pharm Chisom Uchem on her three years in office anniversary as Executive Secretary (ES), ASPHCDA marked on March 14, 2026.
The Director, Disease Control and Immunization, ASPHCDA, Dr Nnamdi Placid Uliagbafusi speaking on the ES three years in office anniversary, noted that it has been an impactful leadership as Pharm Uchem assumed office when the Agency was grappling with many challenges which were repositioned with her vision; thereby turning near hopeless situations to hopeful ones.
He explained that with diplomacy, data driven advocacy and engagement of authorities, Pharm Uchem surmounted challenges whilst recording giant strides in manpower improvement both in recruitment and training of workforce.
“Under her leadership in Primary Healthcare, the State Governor, Prof. Chukwuma Soludo introduced free Antenatal Care (ANC) and delivery services in PHCs across the State for indigenes and all living in Anambra, and the ES with monitoring and supervision has ensured that health workers comply with the directive.
“Anambra State Health Insurance Agency (ASHIA) impact is felt in PHCs across the State, and under the ES, Anambra State has won the National Primary Healthcare challenge both at National and Zonal levels bringing to the State millions and thousands of Dollars in 2024 and 2025 respectively,” Dr Uliagbafusi added.
The Head Administration Department, ASPHCDA, Mrs Cecilia Peter-Okoye congratulating the Executive Secretary, commended her efforts toward securing Governor Soludo’s approval on the 2024 recruitment exercise of 493 Healthcare workers, who were subsequently posted to PHCs across the State.
She noted that the ES has ensured that ASPHCDA had no backlog in the yearly interview and promotion exercise of healthcare workers at the Primary Healthcare level.
The State Breastfeeding Coordinator, ASPHCDA, Mrs Ngozi Onor said that there has been great improvement since the inception of Pharm Uchem in office as Executive Secretary, ASPHCDA. “These have been seen in managerial activities and programmes, such as; Immunization, Nutrition, Breastfeeding, SEMCHIC, and Intergrated Management of Childhood Illnesses (IMCI), others.
She noted that under the ES/CEO, the Agency, has actively been involved in National, State and Local Government Areas (LGAs) programmes that has earned awards and accolades to the State.
Mr Chidi Onwudinjor, Personal Assistant to the ES, congratulated the ASPHCDA Boss on her remarkable milestone of three impactful years in office. He prayed that the milestone marks the beginning of even greater achievements as she continues to lead with wisdom, passion, and purpose.
Mr Onwudinjor emphasized that the ES visionary leadership, dedication to strengthening primary healthcare and commitment to improving well-being across communities in Anambra State inspires excellence in public health service.
Other members of staff noted that, Pharm Uchem being a Pastor and prayer warrior has always encouraged on prayer and closeness to God. They added that her social life has influenced staff of the Agency to enjoy social activities such as birthdays celebration, and end of year party all geared at putting smiles on the face of all working in ASPHCDA.
They congratulated the Executive Secretary, ASPHCDA, Pharm Uchem on her three years in office anniversary while wishing her continued success in leadership.
