‎Anambra State’s newly appointed Head of Service, Ngozi Anuli Iwouno, Esq, has issued a stern warning to civil servants against laxity, vowing strict sanctions for lateness, unauthorized absences, and other misconduct.
‎
‎The admonition follows Governor Chukwuma Soludo’s recent visit to the State Secretariat, where many workers were found late to work or absent without approved leave.
‎
‎In a public service notice, the new HOS emphasized that such behavior violates the Public Service Rules (PSR), 2021 Edition. The notice read in part:

‎”This behaviour is also inconsistent with the provisions of the Public Service Rules (PSR), 2021 Edition. According to Public Service Rule 100301, misconduct includes ‘habitual lateness to work’, while Public Service Rule 120245 states that an officer who, without acceptable excuse, fails to resume duty on the approved date shall be regarded as absent without leave and without pay. Absence without leave is further classified as a serious disciplinary offence under Chapter 10 of the Public Service Rules.

‎”In view of the above, all are hereby directed to desist from lateness and unauthorized absence from duty with immediate effect. Officers are required to report for duty promptly and sign the attendance register in their respective Ministries, Departments and Agencies (MDAs) by 8:00 am every working day. Officers are also to note that loitering and sales of items within the workspace is prohibited.

‎”Any officer found wanting will be dealt with in accordance with the relevant provisions of the Public Service Rules, 2021 Edition. All Civil Servants are therefore enjoined to demonstrate discipline, punctuality and commitment to duty in order to uphold the integrity and efficiency of the Civil Service.”

‎The notice serves as a reminder that the current administration maintains zero tolerance for laissez-faire attitudes, particularly regarding duty performance.
