ANAMBRA STATE ICT AGENCY TRANSITIONS TO AI-ENABLED GOVERNANCE MODEL TO STRENGTHEN PUBLIC SERVICE DELIVERY

The State ICT Agency has commenced a structured shift toward an AI-enabled governance and service delivery model aimed at strengthening how government services are designed, coordinated, and delivered across the State. This direction was reinforced during a strategic standup session held on June 23 at the Agency’s Conference Room, bringing together the management and staff of the agency team in alignment with the State’s broader digital transformation agenda.

At the core of this transition is the rollout of the Agency’s Operating Framework 2.0, presented by the MD/CEO, CFA, which establishes a clearer governance structure for ICT operations through defined roles, improved accountability mechanisms, and strengthened coordination across teams. The framework is designed to ensure that execution within the Agency is more structured, measurable, and aligned with service delivery priorities across government.

The Chief Technical Officer, Nonso Okoye, further highlighted the integration of the Agency’s AI brain into day-to-day operations as a key driver of the new governance model. “The system is being deployed to streamline reporting processes, enhance workflow efficiency, and reduce operational delays by embedding intelligent support directly into how tasks are executed and tracked”.

Reinforcing the direction of this shift, the CFA noted that governance reform within the Agency is intentionally designed to translate into improved public service delivery outcomes across the State. He said that “this transformation is about building a system where structure and intelligence work together to ensure government services are delivered faster, more reliably, and at a higher standard for citizens.”

Okoye further emphasized the strategic intent behind the transition, noting that “we are deliberately moving toward a model where AI is not an add-on, but part of how governance itself functions; shaping decisions, execution, and accountability across the system.”

CFA reiterated that the combined deployment of Operating Framework 2.0 and AI-enabled systems represents a foundational redesign of how ICT governance is structured within the State. The transition is expected to strengthen institutional coordination, improve operational efficiency, and ultimately enhance the speed and quality of public service delivery to citizens across all sectors.
