ANSG Debt Sustainability Analysis and Debt Management Strategy

Debt Sustainability Analysis (DSA) analyzes trends and patterns in Anambra State’s public finance during the period 2018–2022 and evaluates debt sustainability in 2023–2032 (long-term). The analysis highlights recent trends in revenue, expenditure, and public debt and related policies adopted by the State Government. A debt sustainability assessment was conducted, which included scenario and sensitivity analysis, to evaluate the prospective performance of the State’s public finance management.

The main objective of debt strategy is to ensure that the government’s financing needs and payment obligations are met when due and at the lowest possible cost, consistent with a prudent degree of risk. Consequently, an analysis of the four debt management strategies (DMS) shows the cost of carrying public debt and measures the risk associated with macroeconomic and fiscal shocks. …
