‎The Anambra State Civil Service Commission has released guidelines for the 2025 and 2026 promotion exercises, outlining procedures to ensure fairness, transparency and strict adherence to established regulations.
‎
‎This was disclosed in a circular dated August 11 and signed by Umeononihu on behalf of the Chairman of the Civil Service Commission, Awka, outlining the requirements and procedures for the forthcoming promotion interviews.
‎


‎According to the circular, the promotion exercises will be conducted in line with provisions in the Anambra State Government Personnel Cost Estimates for 2025 and 2026, with eligible officers assessed accordingly.
‎
‎The commission stated that Senior Management Staff on GL.13 and above are required to undergo written and oral examinations, while other eligible officers will be assessed based on stipulated criteria.
‎
‎It further directed that eligible officers who recently retired or withdrew from service should be invited for the written or oral interview, as applicable, while unconfirmed officers remain ineligible for confirmation or promotion.
‎


‎The guidelines maintained that promotion effective dates shall remain January 1 or July 1, as applicable, while Annual Performance Evaluation Report scores for the required years will form part of the assessment.
‎
‎For officers on GL.13 and above, candidates are required to obtain a minimum aggregate score of 65 percent, including at least 60 out of 75 marks in the written examination, with the oral interview carrying 25 marks.
‎


‎For officers on GL.01–12, the assessment comprises interview questions, APER, appearance, comportment and seniority, with candidates required to meet the prescribed minimum scores.
‎
‎The commission also directed ministries, departments and agencies to properly constitute relevant Staff Committees, submit required documents and minutes promptly, and ensure compliance with the guidelines.
‎


‎Recommendations from the promotion exercises are to be forwarded to the commission for consideration and approval not later than September 25, as the state prepares for the 2025 and 2026 promotion interviews.
