The Anambra State Commissioner for Power and Water Resources, Engr. Casmir Chinenye Agummadu, on June 10, participated in the Presidential Enabling Business Environment Council (PEBEC) Nationwide Subnational Engagement and Technical Reform Workshop 2026, held at the International Conference Centre (ICC), Awka.
The town hall and state engagement programme, themed “Business Enabling Reforms and Investment Competitiveness,” brought together government officials, development partners, reform champions, technical experts, and other key stakeholders to deliberate on strategies for improving the ease of doing business, attracting investments, and enhancing service delivery across Anambra State.

Speaking on the significance of the workshop, Engr. Agummadu noted that reforms aimed at improving the business environment are critical to attracting investments and accelerating socio-economic development.
He reaffirmed the commitment of the Ministry of Power and Water Resources to supporting policies and programmes that promote good governance, improve service delivery, and contribute to the sustainable development of Anambra State.
In her address, the Secretary to the State Government (SSG), Mrs. Chiamaka Nnake, reiterated the unwavering commitment of the administration of Governor Chukwuma Soludo, to the implementation of strategic institutional reforms aimed at promoting economic development, enhancing governance systems, and creating a more conducive environment for business operations and investment.

She explained that the initiative is designed to support state governments in implementing reforms that enhance efficiency, transparency, and competitiveness in public administration and service delivery.
In his remarks, the commissioner for Budget and Economic Planning, Chukwukadibia Okoye emphasized the critical role of sustained collaboration among stakeholders in ensuring the successful implementation of the reform initiatives. The participants reaffirmed their commitment to advancing the reform agenda and concluded the event with a group photograph.
Presentations at the workshop focused on critical reform areas, including Regulatory Impact Analysis (RIA) as a tool for strengthening regulatory governance, improving investor experience throughout the investment lifecycle, and adopting a One Government Approach through integrated service delivery systems and one-stop-shop mechanisms.
Other sessions highlighted the need to harmonize taxes, levies, fees, and regulatory charges in order to reduce the burden on businesses and improve the investment climate. Discussions also centered on improving access to justice through effective commercial dispute resolution mechanisms, institutionalizing reforms for long-term sustainability, and understanding the performance indicators used in measuring subnational ease-of-doing-business rankings.
Participants were further introduced to the PEBEC Digital Reform Portal and other technology-driven platforms aimed at promoting transparency, accountability, and efficiency in governance. Interactive sessions provided stakeholders with opportunities to ask questions, exchange ideas, and share experiences on reform implementation across various sectors.
