Anambra State Homeland Security Law 2025
Security and public safety are fundamental to any society’s growth, stability, and prosperity. Recognizing the critical need to protect lives, properties, and maintain internal security within Anambra State, the Anambra State House of Assembly has enacted the Anambra State Homeland Security Law, 2025.
This law establishes Agunechemba, a structured state security outfit designed to complement and support existing law enforcement agencies in preventing crime, detecting criminal activities, and preserving law and order across all communities, local governments, and urban centers in Anambra State.
The law provides for:
- The formation, structure, and administration of Agunechemba, operating at the state, local government, and community levels.
- Collaboration between Agunechemba, private security companies, and relevant government agencies to enhance security operations.
- Defined roles and responsibilities for security supervisory committees at various levels to oversee operations and ensure compliance with legal and ethical standards.
- Strict regulations against kidnapping, banditry, illicit drug trade, and the unlawful use of properties for criminal activities.
- Clear mandates on landlords, property owners, and hospitality businesses to ensure due diligence in tenant and guest identification.
- Offenses and penalties to deter crime and enhance enforcement mechanisms.
- This law represents a decisive step by the Government of Anambra State under the leadership of Governor Charles Chukwuma Soludo, CFR, to safeguard the people of Anambra and create a secure, resilient, and thriving environment for businesses, residents, and visitors.
